Why should they be 'selected over ...Balderdash. Why should they be 'selected over others'? There are no doubt plenty of other companies and consortia out there working on consumer side applications that can plug into whatever of the national infrastructure actually works. It is time for government to stop picking winners (because they have no idea what a winner looks like), and let industry get on and do what it does best.
