As of 6:15pm 12, July 2011 if you want to access the PCEHR Submissions you get the following.

It is really hard to understand why the link to the PCEHR Submissions should just vanish - other than either their not being happy that there were some who were not content the PCEHR - as planned - made any sense or just pure incompetence.
The link that used to work was (as of this morning):

NONSENSE it surely is. Both links you provided take one to the same dead-end. Perhaps that is an indication of where the PCEHR is headed.
Many of the submissions I saw before they were taken down were not too complimentary of NEHTA's Concept of Operations. This is embarrassing both for NEHTA and DOHA. The easiest thing for them to do is to make it difficult to access the submissions and come out with a revised ConOps for the duffers to work with. A good diversionary tactic says the cynic in me. Very sad.
It's just a 404....DoHA's infrastructure is run by IBM after all. What more can you expect. There goeth the NASH.
