This is nothing new, once you know the system, bureaucracy is easily manipulated by those who create it. Maybe they are just incapable of working out what they should be doing, how to do it, are desperate for advice and can't tell good advice from vested interest.<br /><br />Maybe a health minister with more than a couple of brain cells to rub together will come along and drain the swamp. I guess it is the slow extraction of Accenture , Oracle and Orion and a replacement of Telstra.
