The lack of engagement or relevance to the community at large will lead to a very low opt-out rate. It is unlikely that many people will be engaged sufficiently to bother opting-out.<br /><br />My crystal ball predicts that the low opt-out rate will be promoted as a major success justifying a further rollout.
