The e-health management agency NEHTA has launched its strategic plan (see link) for 2011-2012, giving expected milestones for the rollout of key programs such as the PCEHR.

I have to say it is a fun 112 page read. Allt he usual motherhood and obfuscation. That it was established in 2005 and the sole major outcome seems to be an unused Health Identifier System in 2011 makes one wonder about value for money from all this.
It seems NEHTA has a ‘new mandate’ on Page 4 - But then not a whisper about what it is. Amazing stuff.
Seems the future begins at June 30, 2012 as that is the last date where there is anything happening that NEHTA seems to be involved in at any point after that. They certainly are not planning for it.
Does NEHTA know something we don’t?
One really has to wonder why there is not a 2 page summary the explains what NEHTA has done and when they will deliver something real and tangible that actually has made a difference to patients. Six years (+ 10s of millions of dollars) and still no delivery on that criteria as best I can tell.
Worse the Orwellian NEHTA Mega Plan (Slide 103 and others) makes the skin crawl. Who are these people and what delusions are they operating under?

ReplyDeleteThank you 11.0.00 PM you have demonstrated how the OPs inside NEHTA are achieving maximum gratification. They have everyone nicely locked in to their grand game of corporate destruction on a Mega scale – they have their CEO, their Board, the bureaucrats, the politicians all CONvinced and they and the peak bodies, health and technology providers are now well locked in with no way out.
The Mega Plan is designed to take everyone down with the ship.
The OPs will take to the life rafts and simply move on; satisfied in the knowledge of a job well done.
If the unassailable Murdoch Empire can falter, NEHTA has no chance in the long run. But before then money will be wasted, lives harmed through failure to advance e-health in a timely fashion because of grandiose schemes, or through the direct harm of those schemes. There will in time be enquiries, people at the top (including the Minister) will deny knowing things were so wrong. The consultants will be working on a different project for a different client, protected from any accountability by their legal department .. the script is clear, the timing of its execution not so. SNAFU.

ReplyDeleteInteresting to note, on Page 108, the significant change from "contribute to the establishment and adoption of e-Health standards"...to "define, inform and support the national e-Health architecture and standards." Is NEHTA now THE E-Health standards authority?

No, IT-14 of Standards Australia is the legal entity responsible for e-Health Standards in Australia.

Most incorrect!
NEHTA is "The Authority" in name only. Not a statutory authoritative bone in its corporate incompetent body.
It is a "private non-profit corporation" established by charter via the corporations act (2001), with the majority shareholders the state, c'th and territory jurisdictions (by proxy YOU foolish tax payer), funded by and through COAG. It has no more "authority" than the Australian Sex Party or Girl Guides Australia.
It is reasonably seen as a convenient "money laundering machine" above and beyond accountability, free of any Freedom of Information (FOI) obligations and quite effective at channelling Tax Payers money, via COAG, through NEHTA to the deep and well feathered nests of consultancy firms and tin-pot $1 upstarts with no track record and very sketchy histories.
Congratulations BCG, in conceiving and establishing NEHTA you have successfully established a well funnelled pipeline of tax payers cash to the Big Consultancy clique with no recourse or accountability required to demonstrate or show anything of demonstrable value for the privilege. And 99.9% of tax payers and 100% of dead or dying patients in Australia’s healthcare system are none the wiser.
A true consulting master stroke of MEGA-$$ proportions!
Just as a company gets the management it deserves, so it goes a country gets the government it deserves, and Australia sure has a blue-ribbon government and public service looking after its (not theirs) interest with great panache.
NEHTA’s 3-year funding 2009-2012 ($218M) plus PCEHR funding for 2-years 2010-2012 ($467M), $685M over the current 3-years and what is there really, truly to show for this “unconscionable” spend in “moving e-health forward” to the benefit of Australia’s healthcare system, its patients and the poor, ever trodden down and trodden on tax payer?????
No prizes for guessing where ex-NEHTA management, DOHA secretaries and jurisdictional ex-DG’s end up once they’ve finished their stint of raiding the tax payer funded treasury.
NEHTA’s Annual Report coming real soon: $???M spent on “consulting” this last year. Any guesses??

ReplyDeleteFirst point right, second point wrong. The $467m is DoHA money, and NEHTA is being paid about 10% of it to do the design work for PCEHR. The rest is being hosed out to consortia like the recent McKinsey & friends one for $30M of change management!
Don't for a moment that NEHTA has set the high water mark for consultant spending...
