The Department of Defence has quietly opened tendering for its long-awaited new e-health records platform to service the ADF’s 80,000 deployed and non-deployed personnel.
The department issued a restricted request for quotation for the system, known as the health knowledge management (HKM) solution, through its IT services panel early last month.
The platform, which represents the final component of Defence’s billion-dollar JP2060 deployable health capability project, will replace the existing ADF-wide Defence eHealth System (DeHS).
DeHS currently provides each ADF member a single e-health record and supports the ADF’s business and clinical processes, though infamously blew out by more than double its $56 million budget.
But despite being introduced across all ADF garrison sites just five years ago, the system is nearing the end of its technical life.
After putting out an initial request for information in February 2018, the department released its request for quotation to the systems integration service tower on its ICT provider arrangement.
A spokesperson told iTnews that the request for quotation was issued to all 27 vendors on the integration service 'tower', bar big four consultancy KPMG, which is already providing ‘above the line’ work for the procurement.
The new commercial, off-the-shelf HKM will similarly comprise an integrated e-health record solution that integrates with Defence’s IT environment and the national My Health Record system.

Surely what is wanted in this tender is a shared EHR for all military personnel wherever they are that this record would support all aspects of their care.
What I don’t get is just what the #myHealthRecord would add to an already fully available and shared detailed electronic health record for all the service members. At a minimum these records would be expected to be complete, detailed and well maintained and to be readily available no matter the circumstances. I struggle to see why the defence doc would ever need to access the #myHR.
Maybe the intent is to look it up when someone is inducted into the Services? Possibly there is a need to update the myHR for when the service member is on leave? I have no idea but would be keen to see the major focus on getting the system right without worrying about integration with a very poor second cousin of a system!
Does seeking integration make sense to any readers or is this just a political statement?

They seems to go together like a hoarse and carriage. The following is from ANAO of the ADF previous attempt.
The DeHS project was led by Defence’s Joint Health Command (JHC), which lacked experience in managing complex ICT-related projects. Further, the contribution of Defence’s Chief Information Officer Group was limited; a weakness in internal project governance and coordination arrangements which introduced substantial additional risk. A routine internal audit in 2012 and a further internal audit initiated by the Commander Joint Health in 2013 identified major shortcomings in Defence’s project management and preparedness to implement many DeHS requirements. Between 2012 and 2014, Defence strengthened project governance and management arrangements to implement both the ICT system and related business reforms. These remedial steps refocused the project and assisted the rollout of DeHS by December 2014. The system as rolled-out delivers most of the intended functionality, and notwithstanding the need for some corrective action, stakeholders have identified early benefits from the use of the system, including access to a single patient eHealth record.9

As indicated above, the ANAO identified significant weaknesses in the early stages of the project—relating to project planning and budgeting; and project management and implementation—which affected the overall project budget and timely implementation of outcomes. Following on from improvements in project management and implementation in the later stages of the project, an ongoing focus on system and business enhancements is required to realise the anticipated benefits of the system given the substantial investment made to date.
I am no expert of the military ICT policies but what are the implications of integrating military and general public systems? Am I as a consumer of a provider now subject to policies and legislation inherited through the ADF? What new vulnerabilities does this present to our Defense force personal when any old noddy can peak?
We have enough Cyber targets to manage without creating more.
