A good number of votes with a pretty clear outcome!  

It must also have been an easy question as 0/80 readers were not sure how to respond.

David, not convinced an audit would do little more than entrench the belief the My Health Record and the ADHA are successfully implementing complex policy initiatives. Where change was seen (or at least transitioning to something new) was necessary all we got was a rebranding exercises. Nothing much changes, the same asses are there peddling the same crap from a few new brands.

The people who manage the overall budget - The Departments of Finance and Treasury.

Mmm - they respond to budget submissions and advice provided by the respective departments within the constraints of a global allocation by department. They don't get down to the finer details of the success, failures, and outcomes of each program.

So your suggestion of "The Departments of Finance and Treasury" doesn't stack up. You will need to do better than that.

The original commentator is correct, these “gateway” reviews are so mechanical they are easily handled. Thank is why so many stupid business cases get approved - follow the process, tick the boxes, satisfy the mapping - its all down to investment illogical theory. The big consultancy have this down to a fine art.
