So what we have here is readers giving the Departmental Secretary a distinctly failing grade with a small rump thinking someone else is to blame – Minister Roxon would have to be a strong candidate. All badly need to lift their game in my view. Again the e-Health readership seem to have lost confidence.

You should be fair here. The Minister relies on the advice of her bureaucrats.
The Departmental Secretary is the same person who advised the Health Minister, in the previous government. Tony Abbott in my view did nothing of note to advance ehealth and a perusal of your blogs going back to March 2006 confirms that. Your storyline hasn't changed and the only consistent factor over those 5 years has been the Departmental Secretary to whom both Ministers have turned to for their advice. The Minister is striving to achieve reform but she will be blocked at every turn until she changes the Departmental Head. Anyone who can't see that is blind.
I was trying to be fair. Remember the buck stops with the Minister and she can choose her advisors and hire and fire at will. The blog readership is smart enough to see where the problem lies by and large - but if there is another problem then the Minister has to be at least part of it.
I think if there is a clear answer from the question it is that the Minister needs better advice.
