myGOV Delivery Is Critical For Access To The myHR But Seems Still To Be A Work In Progress.

As all who read here are aware access to the myHR is facilitated by using the Government’s myGOV portal. Other than using special apps of clinical software this is the only way the public can access their record (not that there are many public users of PMS software or apps as far as I know?)

There have been a few articles this week on myGOV.

Son-of-myGov working beta quietly arrives

The Digital Transformation Agency has quietly launched a working beta of the Facebook-inspired government digital service platform expected to eventually replace the beleaguered MyGov portal.

But only limited functionality is available to users as the platform currently stands, with services from Services Australia, the Australian Taxation Office and other agencies yet to be linked. 

The second release of the beta.my.gov.au test site publicly launched last week, adding new features to the government’s vision of digital citizen interaction presented by the DTA earlier this year.

It supersedes an initial beta launched in June, which offered users a first look at the now $28 million myGov update platform, otherwise known as the government digital experience platform (GOVDXP). 

Consulting giant Deloitte has been developing the beta on the government’s behalf since February, when it was first handed a $1 million deal to build out a GOVDXP prototype in a 90-day sprint.

Unlike the initial beta, which was a basic landing page offering no log-in potential, the second beta gives users the ability to log into the new GOVDXP dashboard using their existing myGov credentials.

Users can access their myGov inbox messages and any “payment and task information related to their JobSeeker account”, as well as find information on available government support.

Govt fails to deliver identity review after two years

As identity crime climbs $1.1bn.

The federal government is sitting on a major review it commissioned two years ago to explore better ways to protect and manage the identity information of Australians.

The review of national arrangements for the protection and management of identity information was launched in October 2018 to inform the government’s next identity strategy.

Led by former Attorney-General’s Department secretary Roger Wilkins, it was to determine how to strengthen the government’s protection and management of identity information.

One focus area was how identity documents and credentials that are “most commonly relied upon as evidence of a person’s identity” are issued, used and managed.

The review was expected to take just two months to complete, though this was subsequently pushed out by another six months, with the final report handed to government in mid-2019.

But more than a year has now passed since the review was completed, and the government is still waiting to publicly release its findings or any of the public submissions.

It is also two years since the review officially kicked off. In that time, the cost of identity crime in Australia has risen from $2 billion to $3.1 billion a year. 

The Department of Home Affairs told iTnews the review “remains under consideration” and will inform a future national identity strategy, though it would not comment on any particulars.

It also seems there are some procurement issues surrounding the portal.

ATO re-tenders for myGovID anti-spoofing facial recognition software

Liveness detection public beta now not expected until September 2021.

The Australian Taxation Office has gone back to the market to find a facial recognition solution to underpin the government’s myGovID digital identity credentialing app.

The national revenue agency issued a tender for a 'liveness' solution late last week, more than two years after the Digital Transformation Agency first sought to test such a mechanism.

It means a public beta of the app’s facial recognition component will now not take place until September 2021.

Liveness detection, or a proof-of-live test, is required for myGovID to move past being simply a digital equivalent of the 100 point ID check.

While the app can currently be used to create a digital identity and to log into a limited range of online government services, more confidential services require a higher identity proofing level.

The DTA calls this identity proofing level three (IP3), which provides “high confidence in the claimed identity and is intended for services with a risk of serious consequences from fraud”.

All government services are expected to be available through online channels by 2025, making liveness detection central to the government's digital vision.

Reading all this one certainly gets the impression that the final shape of the portal and how the user will be identified are both works in progress.

Given the large number of services that are entered via the portal on wonders just what is holding progress back? There are a lot of people wanting the portal to be fully available, safe and secure in use!

Lets see if all this can get done is a reasonable period.
