It seems a very large majority feel that reducing reporting and transparency is the wrong direction for the ADHA. The vote from the CEO was the sole supporter of the move!

Sounds like a lot of funbling around in the dark layered with busy work for this incarnation of ADoHA. Another two years lost I am guessing. So much loss and distraction over the last four years, sadly many are now in positions to negatively impact the next 15-20 years.
The fact the ADHA and it's related organisations can bumble along and little harm is done, demonstrates that they are irrelevant and not adding value. Surely an indicator that turning them off and starting again is currently safe to do
Over many years, starting in the late 1980s, I worked on a number of projects in a variety of roles involving Federal and State issues.
Most of these projects were less than successful because of the nature of Federal State relationships. The ones that were less unsuccessful (a deliberate turn of phrase) were those in the national security and policing areas. In other areas the States do not like the Feds "interfering" and pay lip service to whatever initiatives the Feds come up with.
What we have seen in Health is repeated in many other areas and will continue to be so. Switching things off and starting them up again, without addressing the fundamental problem of Federal/State antagonism, will deliver the same non-results.
In Australia, National Health IT is neither a technical problem nor a health problem, it's a turf issue.
One reason for want to go under the radar is the rumor from may acting boss is that the MHR is to test the value in linking to the PSR.

I would have though a better source would be the drip feed the government gets directly out of GP systems as part of its ePIP initiative.
