It is difficult to see how this veneer flashy buzzword that hides a questionable understanding of EA will have any effect. My guess it is simply something the previous acting team did to pass the time. The appointment of the new executive and the language in the senior or roles being advertised by an executive recruiting company tapped regularly in Canberra, suggest a standard APS model. ADHA is going grey not all the colours of the innovative agile world.

One measure of performance should be the ability to publish their board papers. It's not exactly difficult, although their content could be embarrassing.

A measure of how much they have cared is reflected in the woefully out of date IPS and there complete disregard for government practices. The ADHA increases distrust in government which does not help in the current climate.

Publishing Board Papers is unlikely to be helpful to anyone. Further, it is accepted practice that Board Papers are Confidential to the Board. That the past practice was to publish Board Papers was an error of judgement on the part of the Board and a reflection of a breakdown in Board Governance Procedures, whatever they were!

Ian, I disagree. You can clearly publish a Summary of the issues the Board is considering and what decisions have been taken each month with NO downside and increased public confidence. Obviously you don't publish commercially sensitive material or details of disagreement etc.

There is a lot that could be sensibly made public that is kept secret and that is wrong IMVHO!

The Reserve Bank publishes the minutes of its monetary policy meetings two weeks after each meeting to explain policy decisions.

Why can't the ADHA do something similar?
