Now that the government IS promoting it more generally, you can do a survey that other way around and the generally negative audience of this blog will probably tell that is inappropriate as well.

This balance thing.
The header to the blog says “to encourage discussion of the matters raised in the blog so hopefully readers can get a balanced view of what is really happening and what successes are being achieved”
This blog is not a publically funded media organisation, it is a blog for people to make comments as they see fit. The comments are on “what is really happening”. If “what is happening” is perceived to be less than successful, then the comments will reflect that.
I think some people are conflating “a balanced view” with “the balance of views” (what the commenters, as a group, think).
IMHO, there is no obligation on an individual to present “a balanced view”, whatever that might mean when commenting on something that doesn’t seem to work well or to make sense.
If most commentators think that the PCeHR as a project is less than successful, then the balance of their views will reflect this.
And if anyone doesn’t like to hear criticism or views that challenge their own, then there are two obvious solutions – don’t read the blog, or make your own comments.

True - but he is reading this blog - so there must be some value for Mr Jack himself in reading it. It is a great place to see what is happening in health IT, and to see what people think. It would be nice if Mr Jack commented on the content of the blog, rather than be "generally negative" himself about the blog and its audience.
Give him a chance - he probably needs more experience and knowledge about ehealth.

Use your moderation powers with great discretion. If Mr Jack is obscene or offensive in an insulting manner then by all means censor his/her views accordingly.
On the other hand, if his/her views, while supportive of the ehealth establishment and party-line, are only misguided as potentially judged by yourself or other readership, then please publish them unimpeded and unaltered as he/she is only expressing their views via this channel.
I'm not at all offended that he/she believes general comments placed here are negative and/or against the grain of the well taxpayer-funded establishment, in fact I find it complementary as it indicates the contrarian message is accurate and effectively getting through.
He/she can get all the pro spin and drivel from the well taxpayer funded channels from the bureaucrats and QANGO sycophants, and possibly he/she may well be one of them!
Let's not stifle criticism of each other’s arguments, as that is the nature and principle of sound, healthy debate. Please don't censor Mr Jack's views, as misguided as they well may be as he/she is equally entitled to them.
But you can be sure to draw the line at ad hominem style offensive posts as that doesn't add value for anyone, least of all the misguided posting offender.
